About Us

The Singapore Council of Women's Organisations (SCWO) established Star Shelter in March 1999. It is a registered charity with IPC Status, and is the only secular crisis centre in Singapore.

SCWO - Star Shelter aims to provide a safe temporary refuge for women and their children who are survivors of family violence regardless of race, language, creed or religion. We also support the survivors to rebuild their lives free from violence.

Our Programmes

SCWO - Star Shelter takes a holistic approach in helping its residents by providing them with basic needs such as safe accommodation, clothing, and food and meet their practical needs through case management. It fortifies its commitment to help survivors of family violence develop self-reliance and resiliency by developing programmes and workshops which aim to improve their physical, mental, and emotional well-being. Through the shelter's Rebuild Fund, low-income families can receive financial assistance to help them with their needs such as phone, transport allowance, subsidies for upskilling courses or funds for setting up a new home once they are ready to reintegrate in society and violence-free home.

While the government does provide a grant to help defray some of the Shelter's costs this works out to about 30% of the total budget. The remaining amount has to be raised by SCWO through fundraising projects each year, and the goodwill of various individual donors.
